Norman has over 41 years of experience in the construction industry. As a contractor, he gained broad practical experience on a wide range of projects including highways, bridges, light rail projects, marine works, nuclear and NOFFO power stations and stadia. As a head office-based contract manager, he managed the tender team for the Manchester Metro Light Rail Extension to Eccles and the PFI Leeds Supertram and successfully achieved the preferred bidder status for the latter. Latterly, he gained further PFI related construction and commercial experience on two highway Projects; the A19 Highway Upgrade and the M6/A74 Motorway Construction.
Since joining Rendel Ltd in 2000, Norman has:
- Lead a due diligence team investigating the structural and commercial aspects of existing toll road schemes in Spain and Portugal
- Been appointed as the site-based engineer’s representative on both a major three-level urban highway intersection in Doha, Qatar and on the refurbishment of an oil terminal’s damaged offshore berthing dolphin
- Acting on behalf of employers/contractors, he has both prepared detailed design-development programmes for Mersey Gateway, Lagos Monorail and Dublin Metro and reviewed/commented on a number of construction programmes for road-rail related projects including Danube Bridge, Bulgaria and the Lagos Epe Expressway
Since June 2005, he has provided technical/commercial support from the initial outline design phase through to the construction phase for the US$200m Lekki Toll Road PPP project in Nigeria, prior to managing the technical/commercial review of the proposed 16km PFI Lagos Monorail.
