The Kampala-Jinja Expressway is a Public Private Partnership (PPP) for the construction of a dual carriage expressway between Kampala and Jinja, and for the creation of a southern bypass of Kampala (KSB) to help relieve congestion, improve road safety and reduce road user costs.

The African Development Bank Group (AFD), European Union (EU) and AfDB provided financial assistance for Phase 1 of the project, which consisted of the development of the initial 35 kilometre-long section between Kampala and Namagunga and the Kampala Southern Bypass (18 kilometres).

Rendel and parent company, Ingerop, provided technical assistance to:

  • Strengthen the project design and reduce overall cost through bidding documentation improvement, which addressed axle load management, road safety, urban integration and social cohesion, and Employer Requirements to achieve consistency with the Design/Build/Finance/Operate/Turnover (DBFOT) approach
  • Reviewed the financial model, cost estimates and bidding documents; supervision of traffic studies; provision of support for the competitive dialogue process; and assistance with drafting the concession contract
